- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to Actuate Corporation 2207 Bridegpointe Parkway Suite 500 San Mateo CA, 94404 for support to assist in the management and updating of Actuates' Birt Scorecard Performance Measurement System used by ACE-IT to track and manage key performance metrics and indicators. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Actuate is the only vendor capable of meeting the Government's support requirements which requires the contractor to provide expert historical and current knowledge, skill, and abilities in supporting and maintaining the Actuate Scorecard system. Organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:00 pm CST, Monday, December 5, 2011. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
