- HSCG80-12-Q-PHM047 USCGC KODIAK ISLAND, USCGC KEY BISCAYNE, USCGC DRUMMOND DRY-DOCK REPAIRS Solicitation HSCG80-12-Q-PHM047 is for the Dry-Dock Repairs of the 110' United States Coast Guard Cutters Kodiak Island, Key Biscayne and Drummond. Interested Vendors must be aware that they have the option to compete on one or all three of the 110'cutters. Interested vendors may also submit multiple quotes in response to this solicitation. For example, a vendor may submit one solicitation that encompasses the work on all three Cutters and/or submit individual proposals for the work on one or more individual cutters. Each proposal will be evaluated independently. If a contractor submits just one quotes that includes all three Dry-Docks they may be awarded one or two of the Dry-Dock projects at that proposed price unless they note in their quote that the price is contingent on award of all three cutters. It is the Governments decision whether to make one or multiple awards based on the responses that are received. There is a Geographic Restriction for this solicitation and no award will be made to a facility that is more than 576 nautical miles from Key West, Florida. The estimated price range is between $1,000,000 and $5,000,000 for definitive and optional items for the combined cost of all three vessels. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-54. The applicable NAICS code is 336611. Size Standard is 1,000. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation,http://sba.gov/regulations/121/. This acquisition is for the procurement of Dry-Dock repairs including 83 work items on the USCGC Key Biscayne, 102 work items on the USCGC Kodiak Island and 104 work items on the USCGC Drummond. See attached specification. The performance periods are below: USCGC KODIAK ISLAND 22FEB2012 to 27APR2012 USCGC KEY BISCAYNE 16MAY2012 to 20JUL2012 USCGC DRUMMOND 08AUG2012 to 23NOV2012 Place of Contract performance will be at the contractor's facility. This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Programs For Certain Commercial Items. The Coast Guard may make a Single or Multiple Award Firm-Fixed Price Contract resulting from this solicitation. Work shall commence on or about 22FEB2012. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written quote is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Past Performance and, 2) Price. Factors 1-2 will be applied to determine the best value to the Government. Past Performance is significantly more important than price. All correspondence concerning this acquisition shall reference Request for Proposals (RFP) Number HSCG80-12-Q-PHM047. The closing date for this solicitation is on 4 JANUARY 2012, 3:00 P.M. Eastern Time. Mailed and e-mailed quotes will be accepted. Faxed proposals will not be accepted.
