- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13. The US Army Contracting Command, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following services: A one-time training course for the Nuclear Disablement Team (NDT) to receive nuclear reactor academic and simulator training and understanding of the plant safety systems, control room design, reactor theory, and identification of major components and parameters. CLIN 0001 Provide training and understanding of the following: Qualified Instructor Plant safety systems Control room design Reactor theory Identification of major components and parameters Training includes development costs; simulator usage fees; instructor cost; & course material for each student Training Dates: 12-16 December 2011 5 days (40 hours) Up to 12 DNT soldiers The Government intends to award a Firm-Fixed Price sole source purchase order to Westinghouse Electric Company, 1000 Westinghouse Drive, Cranberry Township, PA 16066. Westinghouse Electric Company is the sole source to provide the training required because they can provide the nuclear experts equipped and trained to perform missions that support theater and strategic objectives. The associated North America Industry Classification System (NAICS) Code is 611430 and the Business Size Standard in the millions of dollars is $7.0. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Time, December 5, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
