- The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is performing a market survey with a closing date of 15 December 2011. The market research is being posted on behalf of the US Army's Office of the Program Manager, Night Vision - Reconnaissance, Surveillance, and Target Acquisition to locate sources that can manufacture and deliver HTI Night Vision Block 1 B-Kits, Commander's Independent Thermal Viewer (CITV), Thermal Receiver Unit (TRU), Servo Electronics Unit (SEU), and spare parts to include Imagers, Circuit Card Assembly (CCA), Filter Assemblies and Dewar Cooler Assemblies with the following performance characteristics: a. Description and Application The purpose of this procurement is to acquire Horizontal Technology Integration (HTI) Night Vision FLIR Assemblies to procure HTI Night Vision Block 1 B-Kits for integration into the FMS Commander's Independent Viewer (CIV), FMS Commander's Independent Thermal Viewer (CITV), the FMS Thermal Reference Units (TRU), the Long Range Advanced Scout Surveillance System (LRAS3) and spare parts to include Imagers, Afocals, Circuit Card Assemblies (CCAs), Filter Assemblies and Dewar Cooler Assemblies. This procurement will fulfill FMS requirements for TRUs and CITV assemblies. In addition, this procurement will fulfill CECOM LRC requirements for spare parts and components to include Imagers, Circuit Card Assembly (CCA), Filter Assemblies and Dewar Coolers. LRAS3 B-Kit - Block 1 LRAS3 B-Kits consist of a Sensor Unit (SU), containing an Imager, and a Detector Cooler Bench Assembly, and four Circuit Card Assemblies (CCA). LRAS3 production sights use the Block 1 LRAS3 B-Kit. FMS TRU - the FMS TRU consists of a B-Kit integrated into a 2nd Generation TRU A-Kit. The B-Kits consist of an Afocal, an Imager, a Detector Cooler Bench Assembly, and four Circuit Card Assemblies (CCA). The FMS TRU utilizes a unique AVP CCA and Dewar Cooler Group. The FMS TRU is integrated into the Abrams Gunner's Primary Sight (GPS). FMS CITV - the FMS CITV consists of a B-Kit integrated into a 2nd Generation CITV A-Kit. The B-Kits consist of an Afocal, an Imager, a Detector Cooler Bench Assembly, and four Circuit Card Assemblies (CCA). The FMS CITV utilizes a unique AVP CCA and Dewar Cooler Group SEU - the CITV SEU is part of the CITV system. The CITV SEU consists of two unique circuit card assemblies, a unique EMI filter and an interconnecting harness assembly. The two circuit card assemblies are the CITV Servo Interface CCA and the CITV Servo Power CCA. b. Requested Information This is a market survey to identify all parties interested in taking part in this entire effort as a prime contractor. The government will provide the above requirements and interface documents as part of the solicitation. Please provide the following information no later than 22 December 2011. Future communications related to this program will be distributed based on the interested parties list. Brief summary of the company Qualifications in Thermal Imaging/Infrared Technology for this effort or like efforts. Describe how you will either produce or subcontract for each component or assembly. Please identify sources of supply for any components or assemblies for which you intend to subcontract production. Describe the schedule requirements to establish production capacity and to qualify the prime or suppliers to provide B-Kits and A-Kits Discuss existing production capacity and quantity requirements necessary to maintain that capacity and industrial base Describe the potential impacts of the solicitation including a detailed production specification (i.e., build-to-print) versus a performance specification. Discuss any impacts of having Detector/Dewar Cooler assemblies provided separately as Government Furnished Equipment.
