- NASA/GSFC has a requirement for logistics services to procure, package, transportand provide quality assurance for NASA/GSFC projects critical and sensitive spaceflighthardware, and EEE parts, as well as, provides ground support equipment, transportation,technical information, records management, graphics, audio/visual, mail services, etc.,at Greenbelt, MD, and Wallops Island, VA. Selected logistics services is also provided toNASA Headquarters and equipment control support is provided to the IndependentVerification & Validation (IV&V) Facility in Fairmont, West Virginia.NASA/GSFC intends to purchase the services from the current incumbent, TRAXInternational, on a sole source basis to allow continuation of the Logistics Servicescontract until the follow-on competitive procurement is completed. Conducting acompetitive procurement for the continuation of these services would seriously impactcurrent ongoing logistics services activities. Additionally, award to any other sourcefor this interim period would delay NASA/GSFCs vital missions. The services providedunder the Logistics contract are essential for GSFC to meet its goals and objectives thatdirectly affect mission success.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 16, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
