- The National Institute of Standards and Technology (NIST) Storeroom and Warehouse is an 11,500 square foot facility, with a 2,700 square foot sales floor, located in Building 301 on the NIST Campus. The Storeroom is a part of the NIST Administrative Services Division, Logistics Storeroom Section. Their mission is to service customers better than anyone else could serve them and provide customers the highest quality, variety and convenience at a competitive price. The Storeroom stocks various commodities for use by NIST personnel. The Storeroom also maintains an on-line catalog to provide NIST personnel with current information on items available. The Storeroom also provides cylinder gases for the NIST Gaithersburg Campus. This service includes ordering of storeroom gases, ordering of specialty gases, delivery and pick up of cylinders to remote buildings, and management, repair and maintenance of the cylinders. The purpose of this requirement is to establish a blanket purchase agreement (BPA) for cylinder gas products and services. This acquisition is not seeking a Contractor to facilitate the operation of the Storeroom, but to deliver required products and services. Work under this BPA shall provide all of the following: a. Cylinder gases; b. All maintenance, repair and upgrades to the NIST owned cylinders; c. Specialty gases in NIST-owned and/or Contractor owned cylinders; d. A tracking system to manage and track all cylinders on the NIST campus; e. Upgrades to existing NIST-owned cylinders such that all cylinders will fully meet the Compressed Gas Association (CGA) Standards for cylinder gases and improve the safe handling and use of the cylinders. The required products and services are commercial in nature and will be competed using negotiated procedures under the authority of FAR Parts 12 & 15, via full & open competition. This requirement shall be 100% set-aside for small business. The NAICS code for this requirement is 325120, Industrial Gas Manufacturing. The small business size standard for this requirement is 1,000 employees. The Small Business Administration has waived the non-manufacturer rule for NAICS code 325120. The competitive Request for Proposal (RFP), amendments, and all questions and answers related to this procurement shall be made available via the Internet at WWW.FEDBIZOPPS.GOV under RFP number SB1341-12-RP-0002. Potential offerors shall be responsible for obtaining this solicitation and related amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately 15 days after the date of publication of this notice.
