- Solicitation Number: 674-12-1-1103-0015 Notice Type: Sources Sought Sources Sought Only. This Sources Sought Notice is not a request for formal proposals or quotes. No formal solicitation document exists at this time. The Department of Veterans Affairs North Texas Health Care Systems (VANTHCS), 4500 S. Lancaster Road, Dallas, Texas 75216 is conducting this Market Survey for qualified firms capable of providing expert consultation as a Co-Investigator to develop a typology of persons in recovery, including concentrating on methods that determine Levels of Rehabilitation needed by Types of Persons in Recovery (i.e. person X environment approach). The Government is seeking information for market research purposes only. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business) relative to NAICS 541611, size standard $7M. The Government may or may not issue solicitation documents. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company name, Business size ( large or small) indentify whether or not firm falls into any of the socioeconomic categories and any pertinent information which demonstrates firms ability to meet the above requirement. Vendors are encouraged to provide a brief capability statement/prior work within the scope of work being requested. This not a solicitation announcement for proposal and no contract will be awarded from this announcement. Responses to this notice must be submitted in writing (email) and received no later than December 8, 2011 @ 12:00 P.M CST. All correspondence and responses shall be e-mail address brian.delaney@va.gov Description of work to be performed: Provide expert consultation as a Co-Investigator to develop a typology of persons in recovery, including concentrating on methods that determine Levels of Rehabilitation needed by Types of Persons in Recovery (i.e. person X environment approach). Contractor will examine baseline data and conduct preliminary analyses to determine whether personal factors cluster in particular ways to influence functioning (i.e. Levels of Rehabilitation needed X types of Persons in Recovery). Preliminary analyses will be conducted to evaluate the utility of specific measure (i.e., if some measures have ceiling or floor effects they may be substituted with alternative measures that might be more fruitful). Contractor will also collaborate on data analyses, as well as interpretation of complex data, grant preparation, and writing manuscripts. No patient contact will be involved. Basic computer proficiency is necessary to complete forms, read and answer email messages and type/compose narrative consultations. The contractor(s) must have the necessary computer skills to view and input electronic consultation/conference information. This acquisition will be for consultation services prepared in accordance with Federal Acquisition Regulations (FAR) and will be conducted using acquisition procedures in accordance with FAR Part 13; and in accordance with FAR 31.205-33 -- Professional and Consultant Service Costs. Contractor will be required to pass a security background check which will include completion of fingerprint cards before beginning performance under the contract.
