- This is a Sole Source procurement. Pre-Solicitation published for informational purposes only. Solicitation documents are not available. The source is Johnson Controls- York, 1101 Hampton Park Boulevard, Capital Heights, MD 20743. This notice of intent is not a request for quotations. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. Johnson Controls-York intends to perform the test and evaluation on the condenser and evaporator shell and tube sheets, pump and motor set, and cooling towers and electric systems for chiller and cooling tower systems 16 through 21 for re-powering units to operate on refrigerant 134a. The testing and evaluation must be performed by the original equipment manufacturer (OEM because they possess the proprietary data such as design and specification documentation, tools, software, etc. to analyze their systems and components that will remain in service for another 25 years to 30 years as well as the new components to match the existing components to remain in service. Johnson Controls - York is the only company that can return (with guarantees and warranties) the chillers and systems to minimum or better OEM standards with R-134a. AUTHORITY: FAR Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by- Unique supplies or services available from only one source or only one supplier with unique capabilities and no other type of supplies or services will satisfy agency requirements. Services are hereby deemed to be available only from the original source. This initiative is a case of a continued development or production of highly specialized mission critical requirements including specialized equipment, and major components thereof, and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and may cause unacceptable delays in fulfilling the agency's requirements. Further it is reasonable to conclude that the agency's minimum needs can only be satisfied by-the unique supplies or services available from only one source or only one supplier with the unique capabilities outlined within. CITATIONS: 41 U.S.C. 253(c)(1) the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency
