Description
All interested parties are encouraged to read this entire pre-solicitation announcement. It is the intent of the Army Contracting Command -APG-Belvoir office to issue a Request for Proposal (RFP) using Full and Open Competition on behalf of the Department of Defense (DoD) Project Manager- Mobile Electric Power (PM MEP) for four Large Advance Mobile Power Sources (LAMPS) variants: 1) 100 kW (83.3kW at 50 Hertz), 120/208 or 240/416 volt, three phase, 50/60 Hertz; 2) 200 kW (167kW at 50 Hertz), 120/208 or 240/416 volt, three phase, 50/60 Hertz. 3) Item #1 above mounted on a government furnished M1061A 5 ton trailer. 4) Item #2 above mounted on a government furnished M1061A 5 ton trailer. Also, as part of the RFP, a Power Distribution Unit (PDU) will be requested. This PDU shall be designed to allow three generator sets to operate individually or in parallel and transfer load between generator sets while in operation. The PDU shall be designed to automatically prevent current from being conducted to the load terminals of a generator set that is connected but offline. The acquisition will be a best value source selection for award of a single Indefinite Delivery/ Indefinite Quantity (IDIQ) contract with a 32 month Engineering and Manufacturing Development (EMD) phase, a 2 year option for initial production, and two 6 month options for further production. For the EMD Phase the contract will be a Fixed Price Incentive Firm Target (FPIFT) and for the Production Phase (Options) the contract will be Firm Fixed Price. The EMD phase will consist of development of all LAMPS configurations as well commensurate technical and logistics documentation including Technical Data Packages (TDPs) and Electronic Technical Manuals (ETMs), provisioning and training materials. The production phases are options on the contract an if exercised will be firm fixed price and allow for production of a maximum of approximately 750 LAMPS sets (includes 100 and 200 kW skids and power units) and 125 PDUs. The production phase also includes the purchase of initial spares and repair parts, updates to logistics documentation, and user training. The small business size standard for NAICS 335312 is 1,000 employees. Small business subcontracting plans will be required for all contractors. In anticipation of issuance of this RFP, an Industry Day will be held at Fort Belvoir, VA (5850 Delafield Road, Building 324, Fort Belvoir, VA 22060-5809). Industry Day will begin at 9:00AM on 19 December 2011 with a general session for all participants which may require up to three hours. Following the general session, individual-company sessions will begin. Time with individual industry representatives will be scheduled in advance and limited to no longer than one hour sessions. If needed, individual-company sessions will continue on 20 December 2011 starting at 9:00AM. The purpose of the general session is for the vendors/companies to obtain information from the Government Product Director on the LAMPS requirements. The purpose of the individual sessions is for the government to obtain information and literature on the LAMPS Program that industry has to offer. Contractors who intend to attend this Industry Day should RSVP via e-mail (to the contacts identified below) by 7 December 2011, at 3:00PM (Eastern Standard Time). Please provide the names, citizenship, company being represented, and point of contact information (business mailing address and telephone number) for each attendee. Each individual company is limited to three individuals. Attendees should be US Citizens or Permanent resident Aliens, otherwise contact the POCs below for instructions on how to attend. Proof of status is required for registration. If you wish to have an individual-company session it must be noted in your RSVP. No individual sessions will be established at the event. Vendors who have interest in only specific component parts / line replaceable units will not have the opportunity for a one-on-one session. A Draft Solicitation is being developed to provide a more comprehensive understanding of the proposed requirement and will be posted to the FedBizOpps (https://acquisition.army.mil/asfi/gov_personnel_main.cfm for industry to review prior to the meeting. Written comments/questions from industry on the Purchase Description and Statement of Work and draft solicitation are welcome and must be emailed to Rosetta Wisdom-Russell, e-mail rosetta.wisdom-russell.civ@mail.mil and Wendell Conyers at wendell.conyers.civ@mail.mil. Email comments/questions must be received no later than three business days (NLT 14 December) prior to the Industry Day. The Government will not reimburse interested sources or responders to this notice or documents posted under this announcement, for any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas. The Government will publish the questions and answers received as a result of this announcement.
