- Notice of Intent to Award a Sole Source Purchase OrderProcurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division (3803R) Response Date: This is for notification only.The U.S. Environmental Protection Agency (EPA) intends to award a sole source purchase order to ProQuest for subscription services to Proquest CSA Illumina Environmental Science And Pollution Management Databases.This is a sole source action for annual subscription renewal to the CSA Illumina Environmental Science and Pollution Management (ESPM) databases. This procurement is of an electronic subscription to provide Agency users with desktop access to the CSA Illumina Environmental Science and Pollution Management (ESPM) Databases, which comprises access to over 8,000 databases. The ESPM, available to up to 24,000 EPA employees will provide the most up-to-date information for EPA to conduct the mission of protecting human health and safe guarding the natural environment. ProQuest provides the associated full-text database to compliment the offering through Proquest?s own proprietary on-line search engines that form a substantial part of ProQuest on-line information services. ProQuest, LLC, is the only responsible source to perform these efforts because the rights to this information have not been released to any other publisher. This is for notification purposes only.In accordance with FAR 6.302-1, Only One responsible source and no other supplies or services satisfy the Agency's requirements.
