- GS-08P-12-JF-D-0013 - INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for General Service Administration/PBS/Construction Acquisition Services. The customer that this IDIQ will be acquired for is Space and Naval Warfare Systems Center Pacific (SPAWARSYSCEN) (to include other Navy Facilities) in San Diego, California. The work includes renovation, space alterations, repair, construction and design/build capability by means of an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) at Space and Naval Warfare Systems Center Pacific. The majority of the work will be for SPAWARSYSCEN, however, other Navy Commands may utilize this IDIQ. This solicitation will be 100% set-aside for 8(a) firms servicing the San Diego District Office, which have a NAICS Code 236220. The solicitation will result in an award up to five 8(a) contracts who provides the most advantageous, responsive and responsible proposal to the government, price and other factors considered. Offerors will be required to respond to technical factors such as past performance, experience, key personnel, technical capabilities, and bonding capability, and scheduling and a price proposal for a "seed" project. The Government will award the seed project based on the most advantageous combination of price and technical factors that result in the overall best value to the Government. Price proposals will include total evaluated price. In addition, up to four other 8(a) contractors will be selected for award of the new MACC contract. The new MACC will be for a base year plus 4 one year option periods. The minimum guarantee will be $10,000.00 and a maximum of $4 million per year. The offerors will be required to attend a site visit for the seed project - the date and time to follow.
