- NASA/GSFC has a requirement for the acquisition of alignment bars as follows:Qty 40 - alignment bars,using 7075-T7351 Aluminum, which consist of the followingbreakdown of dash numbers, (10ea) P/N 2146122-09, (10ea) P/N 2146122-11, (10ea) P/N2146122-13 and (10ea) P/N 2146122-15. The soft X-ray telescope (SXT)is made of eight housing boxes. Each box contains 203reflector shells to reflect x-rays and focus onto a focal plane detector. Thosereflectors are loaded into the box guided by groves on eight alignment bars and fivesupport bars at top and bottom of the box. Then the reflectors are positioned by thealignment bar grove precisely made with less than 5um accuracy and bonded by epoxy in thesupport bar groove, which also requires similar accuracy to the alignment bar.Since thealignment bar groove positioning accuracy will directory affect the SXT image quality,which is crucial for the project science goal, it is very important that the fabricatedalignment bar meet the required specs <5um.The required lead time is less than 10weeks or so to meet our delivery schedule.(Please note that specifications will be attached)NASA/GSFC intends to purchase the items from Norman Nobel,Inc. pursuant to FAR 13.106,for the acquisition of supplies or services determined to be reasonably available fromonly one source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon December 16, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
