- This is the Government's response to questions submitted on the Draft solicitation for the Theater Express II procurement. The Government is still in the process of finalizing the requirements for this follow-on procurement, Theater Express II. The Government anticipates that the official RFP will be made available through Federal Business Opportunities sometime in December or January. Interested parties are informed that the solicitation number for this procurement is anticipated to be HTC711-12-D-C003 which is different from what this notice suggests. When the official solicitation is made available on Federal Business Opportunities, TCAQ-CI anticipates posting an amendment to this notice, notifying interested parties that the official solicitation has been posted along with the solicitation number. Included in this post are Government responses to questions received in regards to the Draft solicitation documents. Interested parties may continue to submit questions or comments to Mr. Michael Pardue at Michael.Pardue@ustranscom.mil. The Government may or may not respond to questions/comments submitted. Any responses will be posted to Federal Business Opportunities. The Theater Express program provides air transportation for time-definite, port-to-port pick-up and delivery, Intransit Visibility (ITV), and customs processing and clearance of 463L palletized and roll-on/roll-off cargo to CENTCOM Forward Operating Base /Forward Operating Locations (FOB/FOL). Offerors must provide all personnel, training, supervision, equipment, Prior Permission Requests (PPRs), Diplomatic Clearances (DIPS), and customs clearances procedures necessary to perform international commercial cargo transportation services as required by the Air Mobility Division (AMD), Combined Air Operations Center (CAOC), and Airlift Control Team (ALCT). Interested offerors must be certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and willing to commit aircraft to the Civil Reserve Air Fleet (CRAF).
