- U.S. Army Contracting Command-Redstone Arsenal, AATD Contracting Division (AATD Contracting), Fort Eustis, Virginia, has a Quick Response requirement for common data link (CDL) related software, hardware, engineering services, and services to support the development, demonstration, and implementation of a secure, bi-directional, point-to-multipoint Intelligence, Surveillance, & Reconnaissance (ISR) and tactical network using existing Department of Defense (DoD) CDL software and hardware. The Government anticipates award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a contract maximum of $85,000,000. The Government intends to negotiate on a sole source basis with L-3 Communications Corporation, Communication Systems - West (L-3 CSW), 640 North 2200 West, P.O. Box 16850, Salt Lake City, Utah 84116-0850, under the authority of FAR 6.302-1, Only One Responsible Source. L-3 CSW is the developer and manufacturer of the CDL software and hardware being used as the basis for this project, including, but not limited to; NET-T software, Rover V transceiver, Rover VI transceiver, Vortex transceiver, Mini-TCDL, C2 Rover, and other similar software/hardware unique to L-3 CSW. Orders will be placed on a cost plus fixed fee (CPFF) basis. The sole source IDIQ award to L3 Communications has a contract minimum of $500,000 that will be met with the first task/delivery order. The ordering period for this IDIQ is sixty (60) months. The North American Industry Classification System (NAICS) is 541330/334290. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals or capability statements. The Government will consider all submissions received within forty-six days after date of publication of this synopsis solely for the purpose of determining whether to conduct a competitive procurement. All written submissions should be submitted no later than January 17, 2012 at 2:00 p.m. EST to U. S. Army Contracting Command-Redstone Arsenal, AATD Contracting Division (AATD Contracting), ATTN: Elizabeth A. Jackson, Bldg 401 Lee Blvd., Fort Eustis, Virginia 23604-5577. The Government's determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
