- Description
- The Department of Defense (DoD), TRICARE Management Activity (TMA) intends to issue a Request for Proposal (RFP) on or about December 16, 2011, for a follow-on contract for TRICARE E-Commerce Operational Systems Support (EOSS). The Government anticipates award of a fixed-price/cost-reimbursement hybrid contract. The period of performance under this contract is anticipated to be a one (1) year base, with four (4) one year option periods. The RFP will be issued on the basis of full and open competition, and identifies requirement for support services to maintain, operate, and provide development design, engineering and technical support for the TMA E-Commerce enclave of software applications. The E-Commerce Operational Systems Support (EOSS) services are Information Technology (IT) (engineering management, sustainment engineering, and enhancement engineering) located at TMA-Aurora. Federal Acquisition Regulation (FAR) Part 15 will be used for this acquisition. All responsible sources may submit a proposal which will be considered for award. The requirement is unrestricted. Evaluation factors will be set forth in the forthcoming solicitation, Solicitation HT9402-12-R-0003. The solicitation will be posted, in accordance with FAR 5.102(a) (1), on the internet at the Federal Business Opportunities website located at the following address: https://www.fbo.gov, and the TRICARE Management Activity (TMA) website at http://www.tricare.mil/contracting/healthcare/solicitations/. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are encouraged to hold all questions until the solicitation has been issued. Offerors shall submit ALL questions in writing to Scott.Lamond@tma.osd.mil within five business days of the RFP posting date. It is anticipated that offerors will have 30 days for proposal preparation. Offers must be valid for 180 days from the submittal date. Please refer to the Special Notice posted on FedBizOpps.gov, on October 12, 2011, referencing RFI-EOSSII, for additional details regarding technical specifications, and information on Industry Day that occurred on October 20, 2011.
