Description
NAICS Code: 811219 The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to PerkinElmer Health Sciences, Inc. for purchase of a One Year Repair Coverage Service Contract for three PerkinElmer instrument systems. Scope and Capabilities: Repair Coverage Service Contracts are necessary to ensure that these four instruments are operating at their optimum performance, and to ensure that they are maintained in a safe condition. The four instrument systems are: PerkinElmer Optima 5300 DV, serial # 077N5121301, PerkinElmer Optima 5300 DV, serial # 077C8060201, PerkinElmer ElanDRCII, serial #Al12870707, and PekinElmer Series 200 Peltier oven, serial # OVP0910151912, Series 200 Quaternary pump, serial # 291N9101302A, Series 200 Autosampler, serial # 293N9100502A. The requirements for all four instrument systems on Repair Coverage Service Contract include: Service calls are given priority status over non-service agreement holders, all parts (excluding consumables), labor, and travel expenses of the field service engineer to maintain this instrument in normal working operation, and free telephone troubleshooting and technical support. Additional Requirements for all four instrument systems on Repair Coverage Service Contract include: Timely responses to service calls. Service engineer(s) should be stationed locally in order to respond rapidly and minimize instrument down-time. Initial service calls must be responded to within 24 hours and an on-site visit by the service engineer must occur within 48 hours; Must be factory-trained and must stay up-to-date with PerkinElmer?s instrument specific service bulletins; Must be able to analyze the instrument specific software?s failure log; and Must have extensive knowledge of the specific instrument software. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE PerkinElmer is the company that manufactures the Optima 5300 DV, the Elan DRCII, and LC and is the best source of service for all these instruments. Performance issues are best known by the service engineers of the manufacturing company. In addition, this kind of information is distributed to PerkinElmer service engineers as a ?service data bulletin? Service engineers from PerkinElmer are more informed about any developing problems and the subsequent repairs or replacement parts needed in order to repair and improve these instruments as a result of their access to these service bulletins. A service provider other than PerkinElmer may not be able to readily access this information or even acquire any service issue updates relevant to the instrument. All PerkinElmer service engineers have access to applications specialists in their instrumentation area and are able to contact the design engineers for the specific instrument to discuss problems and find solutions. Open access to such specific application and design expertise would not be available through another service provider. Furthermore, PerkinElmer service engineers have extensive training in the instrument software systems. Since these instruments are now controlled by software commands, it is critical that a service provider have a complete understanding of the software. The software is essential in diagnosing instrument problems and has `hidden? areas for a trained service engineer to access in order to determine what problems have occurred with the instrument. Any other service provider not the manufacturer may not have complete knowledge of this software. Lastly, a rapid service response time is necessary for all of these instrument systems. PerkinElmer has a local service engineer with an excellent service response record making it unlikely that there would be excessive instrument down-time. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
