- Information sought from qualified sources to meet requirements for a SIGINT Pod Quick Reaction Capability (QRC) production and delivery. PM ARES is conducting a market survey to identify potential sources having the existing technology, qualifications, and capabilities to deliver five (5) tested and calibrated SIGINT Pod systems within four (4) months for integration activities, and six (6) months for deployment. This Pod system is a Signals Intelligence (SIGINT) system which provides emitter mapping and situational awareness to the commander. The system provides commanders with a comprehensive picture of electronic emitters and the ability to detect, identify, geolocate, aerial precision geolocate (APG) and copy emitters, including High Value Targets (HVTs) from the Gray Eagle QRC Unmanned Aircraft System (UAS). The specific objective of this market survey is to identify sources with an existing Technology Readiness Level (TRL) 7 or greater Podded SIGINT Payload to be delivered for integration onto the MQ-1C Gray Eagle UAS within four (4) months. The size, weight, and power of the SIGINT package onboard the Gray Eagle UAS shall not exceed 205 pounds, require more than 1200 watts and not exceed 3 cubic feet. Pod shall be capable of operations in regular and irregular warfare conditions. This effort will include a ground workstation capable of controlling the payload and displaying the data collected. Potential sources with proven and tested SIGINT Pod products that are capable of meeting the Government requirements indicated by this market survey are encouraged to submit their product specification for review via email. Responses shall include documentation that demonstrates that the offeror can, in fact, deliver the SIGINT Pod hardware/software specified in the specified ONS no later than April 2012. The Government reserves the right to visit the vendor's site for a technology demonstration. Responses should consist of company name, address, point of contact, telephone number, fax number, business type and size, SIGINT Pod SPEC sheet, test results, cost estimate per pod, and company brochures/literature regarding contractor capability. This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All information should be submitted no later than 8 December 2011 by 1400 EST. No basis for claims against the Government shall arise as a result of a response to this market survey.
