- The VA Gulf Coast Veterans Health Care System (VAGCVHCS) intends to negotiate a sole source contract under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) with Teton Data Systems Inc., dba Stat!Ref, for a 12 month access to an on-line clinical reference database encompassing the following on-line books, handbooks, textbooks, guides, files, dictionaries, manuals and other material for 20 concurrent users throughout VISN 16: AAFP Conditions A to Z; ACP Medicine; ACS Surgery: Principles and Practices; AHFS Drug Information; AJCC Cancer Staging Handbook; Antisepsis, Disinfection, and Sterilization: Types, Action, and Resistance; Atlas of Gastrointestinal Surgery, Volume One; Clinical Guide to Antineoplastic Therapy: A Chemotherapy Handbook; CPT with RVUs Data File, Ingenix; Davis Drug Guide for Nurses; Degowin's Diagnostic Examination; Evidence-Based Emergency Medicine; Geriatric Nursing Protocol for Best Practice; Handbook of Fluid, Electrolyte and Acid-Base Imbalances; ICD-9-CM Volumes 1, 2 & 3 For Hospitals; Infection Prevention and Control Issues in the Environment of Care; Infectious Diseases: The Clinician's Guide to Diagnosis, Treatment, and Prevention; Jablonski's Dictionary of Medical Acronyms & Abbreviations; Management Guidelines for Nurse Practioners Working with Older Adults; MedCalc 3000 Complete Edition; Medication Reconciliation Handbook; The Merck Manual of Diagnosis and Therapy; Oxford Textbook of Medicine; Oxford Textbook of Surgery; Perioperative Standards and Recommended Practices; Review of Natural Products; Rook's Textbook of Dermatology; and Women's Health: A Primary Care Clinical Guide. The Justification and Approval for this action will be included as a part of this notice. Simplified Acquisition Procedures will be used and the resulting contract will be a firm fixed price contract. The Period of Performance will be from December 31, 2011 through December 31, 2012. The NAICS Code is 519130 and the Size Standard is 500 Employees. This presolicitation notice serves as notice of intent to award a sole source contract and is not a request for competitive proposals and is not a solicitation or a request for offers. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements of the solicitation and that competition would be advantageous to the Government. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement to the Contracting Officer within 5 calendar days of the date of this notice. Contractors must be actively registered in the Central Contractor Registration (CCR) database to be eligible for award. Information on CCR is available at www.ccr.gov.
