- This contract will be for construction of Phase 1B site environmental remediation for Dense Non-aqueous Phase Liquid (DNAPL) Soil Stabilization at the Atlantic Wood Industries Superfund Site located in Portsmouth, Virginia. The site is a former wood treating facility. Work shall consist of the in-situ remediation of approximately 45,000 cubic yards of contaminated soil to a depth of up to approximately 25 feet. Contaminants of Concern include creosote-related chemicals, pentachlorophenol, and metals. The method of in-situ stabilization/solidification will be specified in the contract documents. Other aspects of the work include all aspects of health and safety planning and execution, site preparation, surface and groundwater management, excavation and onsite stockpiling of debris, utility removal/relocation, noise control during construction, site grading, and site restoration (to include fencing, paving, restoration of above and below-ground utilities). The project will span two separate properties: one is currently an active industrial property and several other contractors may be present onsite, the other is an active vehicle maintenance facility operated by the Portsmouth Public School District. The target price for this project is between $10,000,000.00. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 562910 applies to this procurement. The receipt date for proposals is 18 January 2012 by 2:00pm. Submission requirements (plans/specs) will be available on/about 19 December 2011 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Search on W91236% for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database in order to obtain access to FedBizOpps. CCR Registration must also be active and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov.
