- Two (2) page list of sole source contractors for various medical and scientific titles. The Uniformed Services University of the Health Sciences (USUHS), located on the Walter Reed National Military Medical Center in Bethesda, MD, intends to negotiate on a sole source basis with the vendors listed in the attached spreadsheet for the subscriptions listed. USUHS intends to negotiate purchase orders with a period of performance of twelve (12) months. Some of these orders will be negotiated for a base period of twelve (12) months with up to four (4) twelve-month options. These orders are being procured in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures, to include FAR Part 13.5 - Test Program for Certain Commercial Items. Sole source determination is made in accordance with: FAR Subpart 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The listed vendors are the publishers and sole providers to electronic access to the requested medical and academic subscriptions. Access to these subscriptions is required by faculty, students and researchers. The resultant awards will provide access to the requested publications to USUHS, USU Post-Graduate Dental School, the Joint Pathology Center, State Department, and Defense Threat Reduction Agency (DTRA). Some USUHS faculty are located at off-site locations (Walter Reed National Military Medical Center and DeWitt), who are also covered by these subscriptions. See attached spreadsheet for contractors' information and descriptions of the requirements. This is not a request for quotes (RFQ) and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirement as specified. A determination by the Government not to compete these proposed actions based upon responses received is solely within the discretion of the Government. Responses must be received via email at melissa.marcellus@usuhs.mil by no later than 3:30pm EST on 15 December 2011.
