- The U.S. Department of Education anticipates the release of the 2012 Small Business Innovative Research Program Fast-Track for Special Education solicitation on or about December 20, 2011. This solicitation is for Special Education only. Any proposals received that are not Special Education will not be considered. SBIR is a competitive program that encourages small businesses to explore their technological potential, as well as, providing incentive to profit from its commercialization. By including qualified small businesses in the nation's R&D arena, high-tech innovation is stimulated and the United States gains entrepreneurial spirit as it meets its specific research and development needs.
