- Provisions and Clauses Nature Subscription List The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, has a requirement for a one (1) year subscription to Nature journals. See attached subscription list for titles. The subscription period is January 01, 2012 - December 31, 2012. The requested subscription are for the following agencies: • The Uniformed Services University of the Health Sciences (USU) (One site - 1,620 Users) • Defense Threat Reduction Agency (DTRA) - OPTION (One site - 100 Users) • Joint Pathology Center (JPC) - OPTION (Two sites - 60 Users) DTRA and JPC will be added as OPTION CLINS to the awarded purchase order. Additional information regarding USU and its mission can be found on our website: www.usuhs.mil. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-54 (November 02, 2011). In order to be considered for award, offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) prior to award. Offerors interested in responding to this requirement must provide a quote for all journals listed in the attached spreadsheet. The selected offeror must be able to proivde the journals in PDF format, current and accessible remotely by all our electronic resource users over the internet. Access must include all articles published in 2012 and going back to 1997 or the earliest available issue. USU reserves the right to add titles and additional sites during the performance period of this order. Quotes submitted by offerors not able to provide access to all journals listed in the attached subscription list and cannot meet the specifications listed above, will not be considered. The government intends to award a single firm-fixed priced (FFP) purchase order to the offeror representing the best value to the government based on the evaluation factors listed below. Evaluation factors are listed in order of importance, with most important listed first. The government will conduct a trade-off between price and non-price factors. The government reserves the right to award without discussions. Evaluation Factors (Listed in order of importance): 1. Price - Offerors must provide a firm-fixed price for each subscription listed on the attached spreadsheet. Offerors must provide a quoted price for USU, DTRA (OPTION) and JPC (OPTION). Offerors are encouraged to use the attached subscription list spreadsheet to submit their price quote. 2. Past Performance - The Government shall evaluate the offeror's present and past performance on similar tasks within the past three years. Offerors must provide two (2) customer references, for similar subscription services provided. The Government reserves the right to select which reference(s) to contact. The following must be provided for each listed contract: • Name of client and address • Name of current point of contact including telephone number, e-mail address and title • Contract number • Contract value • Contract period of performance • A clear description of the supplies/services provided USU may request additional information at any time. Offerors will have an opportunity to address any adverse past performance history. Offerors who do not have any past performance history will not be rated favorably or unfavorably, but will instead receive a Neutral/Unknown rating for past performance. Offerors must clearly state in their quote if they do not have at least two (2) past performance references. Failure to provide this information may render an offeror's quote non-responsive and may not be considered for award. A strong history of relevant past performance may be more advantageous to the Government than a less relevant record of favorable performance. The Government reserves the right to use data provided by the offeror and data provided by alternative sources in conducting its assessment of past performance history. See attached list for applicable provisions and clauses for this requirement. Questions/Clarifications must be submitted via email to micreenan@usuhs.mil by 8:00 PM EST on December 12, 2011. Questions will not be answered over the phone. All questions will be answered in an amendment posted to the solicitation. Quote packages are due by 8:00 PM EST on December 16, 2011. Quotes must be submitted via email to micreenan@usuhs.mil. Quotes will not be accepted by any other means. Late quotes will not be considered.
