- Notice Type: Special Notice Solicitation Number: HSCG38-12-RFI-500001 Posted Date: December 5, 2011 Response Date: December 19, 2011 Archive Date: December 30, 2011 Classification Code: 42 Fire Fighting, Rescue, and Safety Equipment NAICS Code: 334519 Other Measuring and Controlling Device Manufacturing Title: Self Locating Datum Marker Buoy Contracting Office Address: USCG Aviation Logistics Center ESD Procurement, Building 78 1664 Weeksville Road Elizabeth City, NC 27909 Description: This is a REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations and in no way obligates the Government to any further action. The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of companies engaged in providing a Third Generation Self Locating Datum Marker Buoy (GEN 3) SLDMB. Requirement: The USCG is currently using the Second Generation Self Locating Datum Marker Buoys (GEN 2) SLDMBs, which use GPS for positioning and satellite telemetry for data receipt. The USCG is making significant changes to the specifications for (GEN 3) SLDMBs; therefore, this is a special notice requesting information to determine what sources (i.e. business entity, etc.) can supply a (GEN 3) SLDMB to satisfy the USCG needs. Responses to this notice should include company name, address, telephone number, point of contact (POC), capabilities, Industry Certifications, and etc. which will allow the USCG to understand your full capabilities. Please respond to the following questions: (1) Is your business a large or small business, and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Are your products/services listed on a GSA schedule? (8) Do you have other Government agencies using your products or services, and if so, which agencies, provide contract numbers with government POC information. Disclaimer and Important Notes: This Request for Information (RFI) is for market research purposes only and does not constitute a Request for Proposal/Quotation; this is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Failure to submit information in sufficient detail may result in not considering a company as a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this RFI, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. After a review of the responses received, competition and set-aside decisions will be based on the results of this market research, and if the USCG still plans to proceed with the acquisition, a solicitation will be published on Federal Business Opportunities (FedBizOpps) website. Responses to this RFI will not be considered adequate responses to any resultant solicitation. Responses to this RFI are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this sources sought synopsis.
