Description
This is a combined Synopsis /Solicitation for Various open market items for Fabricated high speed landing craft in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The estimated period of performance is from approximatly January 15, 2012 through July 31, 2012. Background Original Task Order (P12PD10189) is currently being solicited under GSA Schedule for SIN #260 01 Boats, Powered, Includes Parts & Accessories. Work consists of fabricating a high speed landing craft for operation at Salem Maritime National Historic Site, Boston, Massachusetts. Scope of Work The GSA Contractor will be fabricating a 25-33 foot landing craft vessel capable of transporting 18 passengers and two crew as a Coast Guard Certified Boat (See Below). Additionally, the vessel will be designed to carry a total pay load of 7,500 lbs. with primary loading through an 80-inch(minimum) bow door to the foredeck that is capable of moving cargo that is 80" x 200". In addition to dock loading and unloading the vessel will be designed and outfitted to discharge passengers and/or cargo onto a cobble beach of approximately 3:1 grade in conditions that often include 1-foot chop and 3-foot surge. Specific requirements are detailed below. The contractor is responsible for meeting all design, construction and outfitting for USCG Subchapter T Small Passenger Vessel regulations even if not specifically identified within this scope. The vessel will be capable of 22 knots fully loaded and with motors at Maximum cruising RPM. The Boat is to be delivered on or before July 1, 2012.The open market items may include, but not limited to following items, which are being considered for inclusion on the above referenced vessel.o12-volt stainless steel bow door winch with brake and manual backupo 36-inch extended bow seat lockers with watertight lid. Attach one 3-inch seat cushion that is 36-inch full length (seats 2 each) cushioned lid installed port and stb aft of bow door locker.o (Six) 38-inch long x 18-inch wide x 18-inch tall bolt in/removable seat/storage lockers (seats 12). Access to locker via watertight hinged lids. Attach one 3-inch seat cushion that is 38-inch full length (seats 2 each) cushioned lid to each locker.o One 54-inch long x 18-inch wide x 18-inch tall bolt in/removable seat/storage locker (seats 3). Access to locker via watertight hinged lid. Attach one 3-inch seat cushion that is 54-inch full length (seats 3 each) cushioned lid.o Non-skid deck coatingo (Two) fuel tanks installed. Each tank supplies one engine, with crossover capability. Tanks are non-integral complete with fill, vent, and gauge on console. Tanks to be fabricated, tested and fastened to hull so to be non-corrosive and complying with USCG requirements. Fuel system to be sized to permit 10 hours (Minimum) at maximum cruising RPM's. o 12-volt fuel compartment ventilation blower installed complete and complying with USCG requirements. o Dual in-line gasoline fuel filters installed complete with shut off valves and complying with USCG requirements. o Port and stb. pilot/co-pilot chairs with foot rest installed on aluminum seat/storage boxes with adjustable seat slider.o Bow system anchor windlass 12-volt with chain and line hauling capability, with controls mounted to port bow door locker, outfitted with 30-foot of 5/16-inch chain 150-foot of 9/16-inch anchor line and 33 lb. anchoro Radial pipe davit port side forward. 80-inch HOA with 4-foot reach. 1000 lb. capacity with manual winch up and down capability, self-spooling stainless steel wire. o Two 12-volt red/white dome lights installed in cabin overhead.o Two self-parking wiper(s) installed for full width of forward on window.o One 12-volt stainless steel trumpet horn installed on roof.o Fwd and aft deck flood lights installed. Switched independent.o 400,000 min. candle power remote controlled search light installed.o One Bilge pump (minimum) per sealed compartment as required with three position switches at console. Bilge alarms with reporting to drive station, if required.o Two cigarette lighter receptacle 12-volt installed on console. o Multifunction GPS chart plotter with GPS antenna and approximate 10-inch display, radar with 24-inch closed array antenna and MARPA capability, heading sensor, and charts of the Northeast Coast.o Depth sounder with transom mounted transducer.o VHF radio/hailer installed complete with 8-foot antenna and 22-watt hailer horn with a second station remote microphone mounted outside wheelhouse.o 3-inch magnetic compass with light installed.o AIS with send and receive capabilities as part of either chart plotter or VHF installationo 5 lb. CO2 fire extinguisher.o 2nd 5 lb. CO2 fire extinguisher.o Life ring w/strobe and life ring.o 12-gauge flare kit.o Twenty-two Adult Life Vests, two Child Life Vests.o Four ea. -inch x 30-foot dock mooring lines with braided eye one end.o One telescoping boat hook.o Two part epoxy and barrier coat black anti-fouling paint.o Power plant will be two outboard motors outfitted for use in salt water with counter rotating propellers of two stroke or four stroke technology. The horsepower rating will be designed to meet the performance specification above. Engines are to have fresh water flushing system. Engines are to be Certified Environmentally Friendly. Shaft length, style and type of propeller determined by designer for optimum performance with hull design through all speeds, conditions of loading and occasional use as a push or towing vessel.o Digital gauge package with fuel management system, integrated shift and throttle controls, switch panel, power trim and tilt.o Removable hinged or hook mount MOB ladder/diver ladder stowable to house top.o Stern System Anchor Windlass 12 v. with chain and line hauling capability, with controls mounted to transom/slopwell, outfitted with 30-foot of 5/16-inch chain 150-foot of 9/16-inch anchor line and 33 lb. anchor. Installed complete with anchor bracket and rollers with guide(sized for selected anchor), port side stern corner.o Six jack stands for dry storage. The GSA contractor may need to buy varisous open market items in order to complete this task order and these items may not appear to be on the GSA schedule. This combined Synopsis/Solicitation is for the various equipment only; the fabircation of the high speed craft will be provided under the GSA contract.
