- Non Disclosure Form The Federal Protective Service, East Consolidated Contracts Group, intends to acquire protective security officer (PSO) services at the federal facilities throughout the State of North Carolina via full and open competition. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish PSO services throughout the State of North Carolina. This requirement is being solicited as a commercial item acquisition in accordance with FAR 15. It is anticipated that a single award, labor hour, indefinite quantity, indefinite delivery (ID/IQ) type contract will be established as a result of the solicitation. The contract will consist of one 12-month base ordering period followed by four 12-month optional ordering periods and an option to extend services in accordance with FAR 52.217-8. The base period and all option periods will be evaluated prior to award. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. The Request for Proposal (RFP) shall require the submission of a technical proposal as well as a price proposal. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov). Further, quoters are required to go online to the Business Partner Network (http://orca.bpn.gov) to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. In order to view the solicitation files contractors must request explicit access through fedbizopps.gov. Once this access is requested please send the attached Non-Disclosure form to margaretmary.coxmarvel@dhs.gov.
