Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services located in Seattle, WA on a sole source basis with Battelle Pacific Northwest National Laboratory, Marine Operations. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for research study of Xenoestrogens on Puget Sound Fish. The following tasks are required for this work: 1.) Conduct waterborne exposure of fathead minnows and 1+ age coho salmon to ethynylestradiol (EE2) -The sensitivity of fathead minnows and coho salmon parr to EE2 will be assessed by exposing fish to tank water containing 1 or 10 ng/L for 2 to 7 days and monitoring production of vitellogenin by the liver. Exposures to two concentrations of EE2 and control water must be done in duplicate for each species. Contractor will maintain fish prior to and during the experiments, conduct all exposures and assist NOAA with collection of blood and tissue samples after the exposure. Contractor will conduct chemical analyses to determine levels of EE2 in tank water during the exposure. 2.)Conduct exposure of 1+ age coho salmon to water containing effluent from sewage waste-water treatment (SWWT) facilities in the Puget Sound region. Fish will be exposed to effluent from six different SWWT facilities for 2-7 days. Effluent will be brought to the contractor's facilities and contractor must store water on sight in refrigerated conditions prior to the study. Contractor will maintain fish prior to and during the experiments, conduct all exposures and assist NOAA with collection of blood and tissue samples after the exposure. Dr. Dr. Irvin R. Schultz at Battelle Pacific Northwest National Laboratory, Marine Operations, Sequim, Washington is uniquely qualified to conduct this work to assist NOAA in development of endocrine disruptor bioassays in salmon for the following reasons: 1) Dr. Schultz previously performed similar waterborne exposures of juvenile coho salmon to endocrine disrupting chemicals as part of joint research with scientists at NOAA's Northwest Fisheries Science Center. NOAA used results from this previous work to design the project to compare responsiveness of salmon and fathead minnows. Therefore, continuity with previous research is required. 2) Dr. Schultz has knowledge on the kinetics of the response of fathead minnows and salmonid fishes to ethynylestradiol, which is needed for determining the duration of exposures. 3) Dr. Schulz has all of the needed facilities to conduct this work and is located within the Puget Sound area. This work requires that facilities be in close proximity to Puget Sound to reduce costs of transporting large volumes of water from sewage treatment plants in the Puget Sound area to the laboratory facilities. Dr. Schulz's laboratory facilities are in Sequim, Washington on the shores of Puget Sound. The wet lab facilities at Battelle PNNL in Sequim also have a state of the art effluent treatment process. 4) Dr. Schultz has a unique combination of expertise to conduct the studies. He has worked in the field of toxicology for more than 20 years and specifically on effects of endocrine disrupting chemicals in fish for more than 12 years. He has conducted waterborne exposure studies on endocrine disrupting chemicals in a variety of fish species including Rainbow trout, Coho salmon and fathead minnows. He has the analytical capabilities to determine both water and plasma levels of ethynylestradiol, which are required to control exposure levels for this work. He has all of the necessary facilities to conduct the work, including storage facilities for the large volumes of effluent from sewage waste-water treatment facilities. The Government intends to negotiate a firm fixed price contract with performance period of nine months from date of award. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $7.0M. It is the Government's belief that only Battelle Pacific Northwest National Laboratory can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
