Description

1.Contracting Activity: Department of Veterans Affairs, VISN 06, Salem Medical Center plans to contract by means other than full and open competition in response to procurement request 658-12-1-046-0002. 2.Nature and/or Description of the Action Being Processed: This is a request for other than full and open competition for the procurement of radiopharmaceuticals from Blue Ridge Isotopes. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Salem VAMC requires radiopharmaceuticals for 90 days, period of performance 10/1/2011-12/31/2011. 4.Statutory Authority Permitting Other than Full and Open Competition: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Due to the late submission of the 2237 by the requesting service (assigned 10/14/2011), a solicitation was not published prior to 10/1/2011, and a contract was not put into place. Blue Ridge Isotopes has the capability to deliver the required supplies to the Salem VAMC for the first quarter of FY12 and afford the highest quality of care to Veterans at the medical center. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: An intent to sole source notice was published to FBO. The notice was issued 10/18/2011 and closes 10/21/2011. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Pricing was compared to pricing information from the Beckley and Salisbury VAMC and is considered to be fair and reasonable. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was conducted for this acquisition. The products are not available through NAC or GSA contracts. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See Section VI above. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: A solicitation will be issued and competition will be sought for the remainder of FY12 and at least one option year.
