- The Naval Sea Systems Command (NAVSEA) intends to issue a sole source solicitation to General Dynamics, Armament Technical Products (GDATP), 326 IBM Road, Champlain Valley Technology and Innovation Park, Williston, VT 05495 for Basic Ordering Agreement (BOA) N00024-12-R-5103. The purpose of this BOA is to provide the materials and services for the MK99 FCS, MK82/MK200 Director/Director Control and ancillary equipment, as required by the USN. Orders may be issued for the evaluation and implementation of equipment changes, related engineering services and repairs, modifications/alterations, overhauls, refurbishments, maintenance, studies, testing and support of the MK99 FCS, MK82/MK200 Director/Director Control and ancillary equipment. Orders may also be issued to provide materials and services for the fabrication, installation, checkout, testing or repair of any Field Change Kit, Ordnance Alteration (ORDALT) or equipment associated with the MK99 FCS, MK82/MK200 Director/Director Control and ancillary equipment and required. This will also include equipment at Aegis land sites: Aegis Test and Readiness Center (ATRC), Surface Combat System Center (SCSC) and Aegis Integrated Warfare Systems Lab (IWSL). GDATP is the developer and sole producer of the MK82/200 Director/Director Control. It is the only company that possesses the knowledge, experience, tooling, facilities and equipment necessary to perform the tasks. Pursuant to 10 U.S.C. 2304 (c)(1), this procurement will be sole source to GDATP. Parties interested in subcontracting opportunities should contact GDATP directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to complete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
