Clinical Assessment, Reporting, and Tracking System for Cardiac Catheterization Laboratories (CART-CL) Services VA118-12-R-0037 Questions and Answers 12/5/11 1)Is there a requirement for contract personnel to have access to national security program? Answer: Contractor personnel are not required to have access to a national security program. 2)In reference to Performance Work Statement (PWS), Addendum B Section B4, Item 10: What are the requirements for monitoring systems to determine if software has been compromised? Answer: VA will require the contractor to notify VA in the event of a compromise to the systems. The contractor will propose mitigation. 3)In reference to PWS, B5.5, INFORMATION SYSTEM HOSTING, OPERATION, MAINTENANCE, OR USE: What are the self assessment requirements? Answer: Reference standards identified in B5.4. 4)In reference to PWS, 5.3, VA INFORMATION CUSTODIAL LANGUAGE -5.6, SECURITY INCIDENT INVESTIGATION: What level of professional medical staffing is required of the contractor? Will the contractor have reasonable access to qualified VA staff for collaboration on development projects? Answer: Yes, the contractor will have access to qualified VA staff for collaboration on development projects. 5)In general, is there further information that can be provided about the scope of the project. We are having difficulty determining the size of team needed to meet all of the scope requirements. For instance, upgrades/enhancements are rolled out quarterly but it's difficult to determine if the needed staff for this is a couple of developers or a dozen. Please provide guidance for determining the staffing level needed to properly maintain and enhance the system to meet the VA's needs. Answer: No additional information will be provided. 6)The request for pricing states that we should complete the schedule of supplies/services as well as a labor category sheet of rates and hours by task. Are there required/defined labor categories or are you looking for the contractor to propose that? This will be difficult for areas such as the CART-EP/ICD module design, development and testing. The specifications need to be written by the contractor and then built. CCC has extensive experience in doing this but it is difficult to provide a fixed fee without the knowledge of the specifications. Can you provide any guidance for how this should be fairly estimated? Answer: No guidance can be provided. 7)The request also states that the contractors will perform the work at the offices in Denver and space for up to 3 contractor's staff will be provided. Should we infer that the team needed for this scope is 3 resources or will additional space be provided if needed? Or can some of the work be performed remotely? Answer: It is integral to have the contractor on site. VA will provide work space for up to 3 resources, in the Denver VAMC facility.
