- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Mammal Laboratory (NMML) located in Seattle, WA on a sole source basis with Aerial Imaging Solutions. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for modification and upgrade of existing Forward Motion Compensating (FMC) camera mount system to accommodate paired thermal imagers and provide FMC mount installation in survey aircraft and train survey personnel for multiple aerial survey projects at NMML. Multiple aerial survey projects within NMML require the use of a custom triple-camera FMC mount designed for use in NOAA aerial photogrammetric surveys. Aerial Imaging Solutions is the developer of this proprietary equipment designed for NOAA in 2009, software adjustments and updates will require support between survey seasons which are only available from original equipment manufacturer. The Government intends to negotiate a firm fixed price contract for base year plus two option periods. The North American Industry Classification System code for this acquisition is 541990 with a corresponding size standard of $7.0M. It is the Government's belief that only Aerial Imaging Solutions can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
