Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract on a sole source basis to Alion Science and Technology Corporation, 1750 Tysons Blvd., Suite 1300, McLean, VA 22102-4220. The Cost Plus Fixed Fee bridge contract will provide for continued professional services and Defense acquisition management in support of PEO SHIPS and its program offices for up to one year (including options) pending a competitive solicitation. The effort is currently being provided by Alion under SeaPort-e Contract N00024-01-D-7013, expected to expire in March 2012. NAICS Code: 541330. The effort includes: (1) Human Resource Management; (2) Congressional and Public Affairs; (3) Planning and Operations Support; (4) Business Operations and Financial Management; (5) Program Management, Technical, and Engineering Services Support across PEO SHIPS and its program offices. The contract will consist of a six (6) month base performance period with two (2) three (3) month options. The supported program offices include: (1) LPD-17, PMS 317; (2) Electric Ships Office, PMS 320; (3) Auxiliary Ships/Small Boats & Crafts Program Office, PMS 325; (4) International Fleet Support Office, PMS 326; (5) Inactive Ships Program Office, PMS 333; (6) Surface Training Systems Program Office, PMS 339; (7) LHD8/LCAC/LHAR/AADS Program Office, PMS 377; (8) Strategic & Theater Sealift Program Office, PMS 385; (9) DDG 51 Program Office, PMS 400D; (10) Surface Combatant Program Office, PMS 400F; (11) Mine, Amphibious, Auxiliary and Command Ships Program Office, PMS 470; (12) DDG 1000 Program Office, PMS 500; (13) Fleet Readiness, SEA 21A; (14) Fleet Business & Financial Management Division, SEA 21P; (15) Acquisition Management Office, SHIPS AM; and (16) OPNAV: N8F, N85, N86. This bridge contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Alion Science and Technology Corporation is the only contractor able to meet the Navy ™s immediate requirement with the knowledge and expertise to support PEO SHIPS and its program offices without unacceptable delays. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy ™s operational needs.
