Description
This Special Notice announces the Government's intent to increase the ceiling of the RaPID Sole Source contract FA2550-09-C-8000. The ceiling will increase from $72.5M to $85.5M. The RaPID contract provides for Operation and Maintenance (O&M) support to include Program Management, Operation Support, Fusion Center Processing Support, and Engineering Analysis support for AFC products and services. It also includes O&M and Research and Development (R&D) work based on future requirements derived from the In-Scope briefing process for additional efforts.The subject increase will allow the Space Innovation and Development Center (SIDC) to maintain contract performance while supporting new In-Scope requirements generated fromthe Overhead Persistent Infrared (OPIR) Integrated Program Office (IPO). The ceiling increase will not require an extension to the existing period of performance (PoP) ending on 30 Sept 2013. The intended Sole Source award will go to Northrop Grumman Electronic Systems (NGES) under the Authority of FAR §6.302-1(a)(2)(iii)(B). Pursuant to FAR §6.302-1(a)(2)(iii)(B): Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in—Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 2304(d)(1)(B).) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested parties may identify their capability or address any inquiries by responding to the Contracting Officer prior to 11:59 pm local time, 20 December 2011, via email to chad.bowman@schriever.af.mil. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. No reimbursement for any costs connected with providing capability information will be provided. Information received will be solely for the purpose of determining whether to conduct a competitive procurement.
