Description
Sources Sought Notice The Bureau of Engraving and Printing (BEP) is seeking sources to establish several Blanket Purchase Agreements (BPAs) with vendors, who are classified by the Small Business Administration (SBA) as HUBZone (HUB), based upon 13 CFR Part 126; Women-Owned Small Business (WOSB), based upon 13 CFR Part 127, and/or Service-Disabled Veteran Owned Small Businesses (SDVOB), also known as Service Disabled Veterans, based upon 13 CFR Part 125.8 and Part 125.13. The BEP anticipates establishing BPAs that are set-aside for each of these categories. The purpose of this Sources Sought Notice is to increase the BEP’s listing of vendors who are capable of supplying required stock items. The establishment of these BPAs within these specific business classification categories will assist the BEP in achieving its small business participation goals and thereby assist in the creation of set-asides for each of these categories. Therefore, small businesses, which do not possess these additional classifications, or large businesses, will not be permitted to participate in this opportunity. These additional classifications must be visible on an Active Central Contractor Registration (CCR) profile. The resulting contract vehicles will be utilized by the BEP Office of Acquisition – Purchasing and Inventory Division, for the acquisition of stock items for its plants located in Washington, DC and Ft. Worth, TX. Vendors will be required to possess the above referenced classification certifications at the time of expressing interest in establishing a BPA, during creation of the contract vehicle, as well as maintain the classification at the time calls are placed against the agreement. The BPAs will be issued based upon the most frequently purchased product categories. These categories are customarily associated with the following NAICS codes: PRODUCTS NAICS Gases, Nitrogen, Oxygen 424690, 325120 Solvent, Liquid mineral spirit 324110, 325192 Oil hydraulic, Oil lubricating 324110, 324191, 325998 Safety items – i.e. gloves, ear plugs, lab coats, etc. 423490, 423840, 423990 Plumbing parts – i.e. pipes, machinery 423510, 331315, 331316, 331319, 331491, 331111 Lighting 335122 Paper & packaging containers and tubes 424130, 322213 Lumber 423310, 321113 Heating & Air controls 334512 Electrical supplies 423610, 423620, 811310 Filters 423730, 423740 General supplies – bolts, nuts, screws, hardware 332722, 423510, 423710, 444130 Industrial Supplies – bearings, drums, inks 423840 Vendors who are interested in establishing a BPA with the BEP shall respond to this posting prior to the established closing date, noting their interest by email to Diane Rollins at diane.rollins@bep.gov or Rachelle Vaughan at rachelle.vaughan@bep.gov. Phone calls will not be accepted. Vendors are advised to request a delivery receipt prior to sending their emails, as acknowledgment of emails will not be given prior to the closing date. All interested parties are required to submit a response, which includes the following items: Dun & Bradstreet Number (DUNs), SBA Business Size Classification Category, NAICs code(s), GSA Schedule Number (if applicable), Sales Person Point of Contact (including name, phone number, and email address), and which product(s) can be supplied. Interested vendors are permitted to suggest additional NAICS codes that are not represented above for only those product categories that have been listed. 52.215-3 Request for Information or Solicitation for Planning Purposes. (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: identifying small business vendors, who possess the above referenced additional business size classifications, and who are able to supply stock items that fall within the above specified categories.
