- NASA/JSC has a requirement for a Fusible Heat Sink Engineering Development Unit(EDU) (Qty:1, EA). NASA/JSC intends to purchase the items from Riverside Machine & Engineering, Inc. The Fusible Heat Sink Engineering Development (EDU) is required in order to properlyassess a novel radiator for the Multi-Mission Space Exploration Vehicle (MMSEV).Therefore, the size of the EDU requirement is 6 feet long by 2 feet wide to fit onto thevehicle and accurately assess the technology. The EDU requires heat treatments andanodizing the test article. In addition, the EDU needs to be brazed to representflight-like fusible heat sink.Therefore, due to the size of the EDU, Riverside Machineand Engineering is the only known company that can braze the test article per theaforementioned requirements. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 12, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
