Small Business Sources Sought Notice Notice No.: NIH-LM-2012-249 Title: Binding Services for the National Library of Medicine Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) the type of small businesses, e.g., HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses, etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This Sources Sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Library of Medicine (NLM). The NAICS code for this project is 323121: Professional book binding without printing/Tradebinding and Related Work. The small business size standard is 500 employees (or less). Background: The National Library of Medicine, Bethesda, Maryland, (hereafter NLM or the Library) houses an estimated 2 million bound volumes, plus thousands of unbound items, mostly individual serial pieces. Unbound serials and selected monographs are collected, prepared for binding onsite, and sent to a commercial bindery to be bound for preservation purposes. NLM anticipates that a minimum 5,000 serial units and up to 13,500 serial units need to be bound each year. Anticipated Period of Performance: The anticipated period of performance is for base year beginning March 1, 2012 through February 28, 2013; plus four (4) option years. Purpose and Objectives: Commercial binding of NLM's serials has been done by a commercial bindery for the past many decades. Unbound serials and selected monographs from NLM's General Collection are commercially bound for preservation purposes. Project Requirements: The Contractor shall bind up to 13,500 serial units and up to 500 monograph volumes at a rate of approximately 550 serial units and 20 monograph volumes bi-weekly. A binding preparation Contractor working onsite at NLM assembles, collates, and prepares binding instructions, noting conditions that the Contractor must consider, and instructions the Contractor shall follow. The Library's binding preparation contractor specifies the type of leaf attachment and other special instructions. Volumes for binding will be picked up every other week at the Library and be returned bound two weeks later. Other Important Considerations: The contractor shall ensure that the facility where the materials will be stored and processed has adequate security against theft, vandalism, fire, flood, rodent and insect infestation, and other environmental hazards. All work is to be done for the Library according to specifications of ANSI/NISO/LBI Standard for Library Binding. ANSI/NISO/LBI Z39.78.2000 hereafter referred to as Z39.78.2000., unless otherwise instructed by the Library. Mandatory Criteria: All parties interested in this project must meet the following mandatory criteria for eligibility: This project must meet the turnaround times designated by NLM - i.e. pick-up of materials at NLM of the materials to be bound, and delivery back of the same items bound to NLM two weeks later. Therefore, the contractor's facility shall be geographically located near enough to NLM to meet the turnaround requirements of pick-up and delivery within a two week period. Capability Statement/Information Sought: Small businesses that believe that they have the ability to satisfy all of the above stated Project Requirements, and who meet the stated size standard, are encouraged to submit a capability statement. The capability statements will be evaluated based on the information provided in relation to the Project Requirements and the current capacity to perform the work including: (a) technical capabilities and ability to conduct commercial library binding; (b) qualifications and availability of appropriate personnel; (c) prior completed projects of a similar nature; (d) organizational experience and management capabilities; and (e) availability of facilities and equipment sufficient for commercial binding, including pick-up at NLM and delivery back to NLM with a turnaround period of two weeks twenty-six times per contract year. The remainder of the capability statement should be tailored to the project requirements stated above and must demonstrate that similar work has been performed in the past, including the dollar value of that work. 3. Number of Copies Capability statements should not exceed fifteen (15), single-sided pages (including all attachments, resumes, charts, etc.), presented in single-spaced, 12-point font size minimum. If you include proprietary information ensure it is marked as such.
