Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for Genomic Informatics System for Integrative Science (GenISIS) Infrastructure Development to support the Million Veterans Program (MVP). The TAC intends to award a sole source, firm-fixed price contract including a twelve (12) month base period of performance and one twelve (12) month option to Veterans Enterprise Technology Solutions, Inc. (VETS Inc.) 134 Commerce Drive, Clarksville, VA, a VA Center for Veterans Enterprise (CVE) verified Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to the authority of 38 U.S.C. 8127(c), the Veterans First Contracting Program and the Federal Acquisition Regulation (FAR) Subpart 6.302-5, Authorized or required by statute. This proposed action is for information technology (IT) software development services for the VA Office of Information and Technology (OIT) Veterans Health Administration (VHA) Office of Research and Development (ORD) Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC) Program Office in support of VA's Major Initiative, "Perform Research and Development." The continued development and enhancement of the GenISIS information systems - a platform that is intended to support not only the MVP for recruiting subjects to the program but also to provide for the storage, integration and analysis of clinical, bio-sample and genomic data, is critical for the success of this VA transformative initiative. In order to satisfy this critical need, IT software development services are required to support continued software development to further enhance the GenISIS platform. The North American Industrial Classification (NAICS) for this effort is 541511 with a corresponding small business size standard of $25M average annual revenue. The estimated date of award for this action is January 23, 2012. This notification shall close on December 12, 2011.
