- NASA/GSFC has a requirement for commercial hardware Tracking and Date RelaySatellite System (TDRSS)Simulator.Item #1 TDRSS Simulator (TSIM), S-Band - includes rugged transportable Case; local computer with collapsible display/keyboard; TDRSS modulation,demodulation,ranging; front-end processing command formatter,frame sync, external userinput, bit error rate test; S-band forward & return link frequency translation,signalconditioning, routing, and diplexed interface; and TSIM timing reference & distribution(10MHz). Item #2 Ground Network (GN) Mode Software/Firmware Target License for TSIM - Direct BPSKor PM w/BPSK subcarrierItem #3 Coherent Transponder Simulator Firmware and Software Target License for TSIM Item #4 2-Yr Extended Maintenance Contract. Extends the 1 year coverage to a total of 3years warranty/maintenance period NASA/GSFC intends to purchase the items from RF Logic, pursuant to FAR 13.106 for theacquisition of supplies or services determine to be reasonably from one source. The TSIMuses proprietary hardware and software that is licensed and maintained by RT Logic. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time onDecember 20, 2011. Such statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a statement which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
