Description
1. BACKGROUND: The United States Marine Corps (USMC), Marine Corps Systems Command (MARCORSYSCOM), Program Manager Infantry Combat and Equipment (PM ICE), is conducting a market survey to determine the availability of commercial or modified commercial products with improved capabilities when compared to the USMC s current Collapsible Water Bag (CWB). The intent is to replace the USMC s current CWB with an improved version which is also Berry Compliant. 2. DESCRIPTION/REQUIREMENTS: PM ICE seeks products that meet as many of the following salient characteristics as possible: Overall: Berry Compliant Durable, backpack style bag which can hold approximately 5 gallons (18.93 Liters) of water without leakage for up to 10 days in temperatures ranging from 35F to 125F. When combined together, 2 CWBs shall have the capability to refill the individual hydration systems of a USMC rifle squad which consists of 13 men. Physically robust, lighter and less bulky than the currently issued five gallon water bag, dimensions of which are 19 x13.5 x6.5 with a weight of 6.9lbs, and shall be able to be compressed and rolled for storage when empty to minimize footprint. Shall have a shelf life of 10 years, unopened from point of delivery when stored in a controlled indoor environment shielded from sunlight (optimum temperature range 13C-25C). Shall include a Manufacturer Suggested Repair Parts List that is required to maintain the CWB. Shall include a Care and Use Manual/Instruction Card which will provide the Marine with information necessary for operation, maintenance and training purposes. Carrier Requirements: Shall provide a reasonable level of insulation to maintain water temperature. Shall be made from 1000D Cordura (brand name or equal) in Coyote 498 and meet the NIR standard as used for the USMC Pack System (FILBE PD dated 10-May-2011). All webbing and hardware shall meet the basic material properties of the USMC Pack System (FILBE PD dated 10 May 2011). Shall protect the hydration bladder from abrasion and impact and maintain functionality of the water bag even after harsh treatment of being thrown in and out of all types of Marine Corps vehicles to include track vehicles. Bladder Requirements: Shall be constructed from rugged, puncture resistant film with high tensile strength and burst resistant seams. The water bag bladder film shall accept a shock and deform elastically. The design of the bladder (large fill port) shall allow for a hand (minimum of 80mm) fitting into the interior of the bladder in order for it to be cleaned. There shall only be a single external access point for cleaning in order to minimize potential failure points. The bladder and tubes shall have an antimicrobial treatment in the bladder and tube material that will continuously inhibit fungus and bacteria from growing on all surfaces. The antimicrobial agent shall not contain Triclosan or other compounds which can degrade to dioxin or other harmful byproducts. They shall meet the same standards as the currently fielded USMC Hydration system. The bladder film shall meet with the requirements of water/drink containers and shall have an independent approval to meet US FDA requirements or European Equivalents. A cap shall be on a tether attached to a point on the Water bag Bladder to prevent loss. Hydration Tubes: Large Supply Tube shall contain 1 on/off (shut off) switch integrated into the tube. The shut off valve shall be a single operation type and operable while wearing USMC issued cold weather gloves. The tube shall be equipped with a hose bib, 0.75 x 11.5 , with a brass swivel connection that allows for bladder refill from any standard spigot. Large Supply Tube shall be 39 inches +/- 0.375 in length. The tube has an inside diameter of minimum 0.5 inches and an outside diameter of maximum 0.75 inches. Large Supply Tube shall be equipped with a Coyote 498 sleeve that protects the tube from both UV exposure and abrasion and provides a reasonable level of insulation. The water contact material of the Large Supply Tube shall meet with the requirements of water/drink containers and have independent approval to meet US FDA requirements or European Equivalent. The 2 small supply nozzles and hoses shall meet same standards of durability, strength, stitching and puncture/tear on the tube and covers protectors equivalent to the current fielded hydration system in the USMC Pack. All hoses/nozzles must be protected and have a means to be stowed away when not in use. 3. TESTING STANDARDS: The Collapsible Water bag Bladder System shall comply with the following US or equivalent internationally recognized testing standards that govern the safety of plastics and other materials for water/food contact and consumption: US FDA Standards a)US FDA 21 CFR 175.300 Compliance with FDA for resinous and polymeric coatings b)US FDA 21 CFR 177.1020 - Compliance with FDA for ABS c)US FDA 21 CFR 177.1210 Compliance with FDA for polymer closures with sealing gaskets for food containers d)US FDA 21 CFR 177.1520 - Compliance with FDA for olefin polymers e)US FDA 21 CFR 177.1680 - Compliance with FDA for Polyurethane resins f)US FDA 21 CFR 177.2470 - Compliance with FDA for Polyoxymethylene copolymers - Acetal (Delrin) g)US FDA 21 CFR 177.2600 - Compliance with FDA for Rubber articles h)US FDA 21 CFR 180.22 Compliance with FDA for acrylonitile copolymers i)FD&C Act: 21 U.S.C. 348 Food Contact Notice EU Standards a)Regulation EC 1935/2004 - European Community Regulation on materials and articles intended to come into contact with food b)Regulation EU 10/2011 Plastic materials and articles intended to come into contact with food c)Directive 2002/72/EC - Directive related to plastic material and articles intended to come into Contact with foodstuffs 4. CWB CANDIDATES: The Government requests interested suppliers indentify CWBs that are within their existing product line production capabilities, or can be easily modified to meet the required salient characteristics. To respond to this RFI, interested suppliers are REQUIRED to submit the following for their submission, enabling the Government to efficiently evaluate the viability and benefit of your proposed CWB. Information will be handled as proprietary and samples will not be returned: 1.Material Description: The supplier must identify the specified requirements it meets. If a supplier submits multiple sample products to fulfill the outlined requirements, they must identify the advantage/disadvantage of the competing products submitted. 2.Test data for all materials used. 3.Certification that the CWB is Berry compliant. 4.Description of other attributes that may not be apparent from the material description provided/visual inspection of the CWB. 5.Identification of business size, manufacturing capability and facilities for all prime contractors. 6.Two (2) samples each of the CWBs from participating venders.
