- NASA/GSFC has a requirement for support cleanliness verification and certificationtesting of Global Precipitation Measurement (GPM) propulsion ground support equipment(GSE). The canary coupons must have characteristics, quantities, and delivery dates as detailedbelow.The contractor shall supply 5 batches of coupons as specified below. These batchesdiffer in piece quantities, testing purpose and delivery/return dates.Note that dates (particularly the Estimated Return Date to ACEI) are approximate andshould be allowed 6 months from the specified date. All coupons must be produced andprocessed in accordance with previous coupons provided to GSFC for GPM. This contractsincludes shipment of the coupons to GSFC as well as return shipment of all GSFC pelicancases back to GSFC at the end of the contract. The surface treatment used to process each canary coupon was developed byACEI. As such, ACEI is the only vendor with the experience and capability treating eachcoupon so that it will be a reliable indicator of cleanliness.ACEI is the only manufacturer of the coupons GSFC has repeatedly used to successfullytest the cleanliness of various processes and pieces of ground support equipment. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time onDecember 20, 2011. Such statement will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an statement which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
