- Description
- U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis with Rosetta Stone, Ltd. for the renewal of Language Training courses, the TOTALe/COURSe online service and corresponding software licensing under authority of FAR 8.405-6; 6.302-1(a)(2), and 41 USC 253(c)(1). There is only one responsible source, as Rosetta Stone, LTD. is the sole provider, distributer, and publisher for the Rosetta Stone TOTALe/COURSe online service. This service has transferrable licenses which accommodates the changing environment of CBP users' needs, allowing many CBP employees to use the product during the lifecycle of the order. TOTALe/COURSe includes the ability to download the language software and speech recognition tools to other devices such as the iPad and iPhone, allowing access for mobile users who work in the field. Additionally, TOTALe and COURSe provides real-time interactive group studio sessions guided by native speakers and interaction with other learners on the same level. TOTALe/COURSe comes with personalized service including access to studio coaches who consistently follow-up with students to offer support. Market research was conducted this year, and will continue to be conducted each year to determine the availability of a viable alternative which would meet CBP's needs under a competitive award. The period of performance will be from date of award through one year. The North American Industry Classification System (NAICS) code for this acquisition is 541930 - Translation and Interpretation Services. The Government intends to negotiate on a sole source basis with Rosetta Stone, LTD. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. An award shall be made to Rosetta Stone, LTD. no later than 12/09/2011.
