- Solicitation Number: AB133F-12-RP-0027 Notice Type: Pre-Solicitation Notice Synopsis: The National Oceanic Atmospheric Administration (NOAA), Alaska Fisheries Science Center (AFSC), has a requirement for a vessel charter for the Biennial Continental Slope Bottom Trawl Survey of Groundfish Resources in the Eastern Bering Sea. AFSC requires a vessel charter to conduct a comprehensive bottom trawl survey of marine fish and invertebrate populations in the continental slope of the eastern Bering Sea. Minimum overall length of vessel is 36.5m (120 ft), with trawl gear that has been used commercially or for research in the past 12 months and a minimum continuous horsepower output from the main engine of 1,000 HP. Further specifications will be in the Solicitation Package. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform the requirements for the Biennial Continental Slope Bottom Trawl Survey of Groundfish Resources in the Eastern Bering Sea, except as noted in the Statement of Work. The resulting firm-fixed-price (with reimbursable line items for fuel, communications, and moorage) contract will have a base period of performance from approximately March 15, 2012 through approximately December 30, 2012, total of 55 days, with up to 15 optional days, if needed, for a maximum total of 70 days. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about December 20, 2011 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. The estimated response due date is January 24, 2012; however, the actual date offers are due will be stated within the solicitation documents.
