- Justification & Approval NOTICE OF INTENT TO EXECUTE A SOLE SOURCE AWARD The Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO), PL8321, Scott AFB, IL, intends to issue a sole source contract to ASG Federal, Inc., 2551 Dulles View Drive STE 200, Herndon, VA 20171-5219. Intent is to award a 5 year contract with a base year and four, one year option periods. The proposed contractual action is pursuant to the statutory authority of 10 U.S.C. § 2304(c)(1) and (d)(1)(B), and regulatory authority of FAR Subpart 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in: (A) substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency's requirements. This requirement is to procure Allen Systems Group (ASG) Commercial Off-The-Shelf (COTS) software licenses and maintenance subscriptions for mainframe and distributed processing that support applications transmitted to or processed at the DISA Computing Services Directorate managed facilities. The ASG software acquired and maintained through this contract action will support all equipment augmentations and all government owned software-processing environments both mainframe and distributed. Only ASG, the OEM, will satisfy the agency's requirements because brand name products are required and ASG is highly specialized in providing the software maintenance required to meet the needs of DISA. At this time, it is known that only ASG products will function with the current ASG products deployed at DISA facilities and there are no known competitor functional equivalents. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Justification is attached.
