Description
The United States Coast Guard, Surface Forces Logistics Center, Detachment Norfolk VA, intends to issue a Commercial Request for Quote (RFQ) for Dry-dock and repairs to the USCGC CROCODILE (WPB-87369), USCGC MARLIN (WPB-87304) and USCGC ALLIGATOR (87372) all 87-FOOT PATROL BOATs. The NAICS Code is 336611. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Small Business Set-Aside. Request for Quotes (RFQ) will be issued on or about December 7, 2011. The acquisition is to perform drydock and repairs to the USCGC CROCODILE (WPB-87369), USCGC MARLIN (WPB-87304) and USCGC ALLIGATOR (87372). The government may award one or separate contracts as a result of the solicitation. Contractors will be allowed to submit quotes for one or all three vessels. The vessels are geographically restricted to a facility located within an area no greater than 576 nautical miles one-way and 1152 nautical miles roundtrip from St. Petersburg, Florida. The USCGC CROCODILE and USCGC ALLIGATOR's homeport is St. Petersburg, Florida and USCGC MARLIN's homeport is Ft. Myers, Florida. The average anticipated Period of performance is forty-five (45) calendar days and is as follows: USCGC CROCODILE, January 25, 2012 - March 9, 2012 USCGC MARLIN, April 4, 2012 - May 18, 2012 USCGC ALLIGATOR, August 15 2012 - September 28, 2012 The solicitation will be issued electronically via the Federal Business Opportunity web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. Hard copies of the specification and solicitation will not be issued. All work will be performed at the contractor's facility. The performance period for each of the vessels is schedule for Forty-Five (45) calendar days and is expected to begin on or about January 25, 2012. The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the CGC CROCODILE, CGC MARLIN and CGC ALLIGATOR. This work may include, but is not limited to: 1. Perform Ultrasonic Thickness Measurements 2. Forepeak, Modify 3. Hull and Structural Plating - Degraded Weld (Steel), Repair 4. Dirty Oil Tank, Clean and Inspect 5. Oily Water Tank, Clean and Inspect 6. Tanks (MP Fuel Service), Clean and Inspect 7. Pilothouse Deck (Aluminum), Inspect, Preserve, and Renew Electrical Matting 8. Depth Sounder, Capastic Fairing, Renew 9. Main Engine/Reduction Gear, Realign 10. Propulsion Shafts, Remove, Inspect, and Reinstall 11. Propulsion Shaft, Repair 12. Propulsion Shaft, Straighten 13. Intermediate Water-Lubricated Propulsion Shaft Bearing, Renew 14. Aft Water-Lubricated Propulsion Shaft Bearing, Renew 15. Intermediate Bearing Carrier, Renew 16. Aft Bearing Carrier, Renew 17. Stern Tube, Interior Surfaces, Preserve 100 percent 18. Stern Tube, Interior Surface, Repair 19. Propellers, Remove, Inspect, and Reinstall 20.
