- Notice of Intent to Negotiate on a Sole-Source Basis The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with ICF International (ICF) to provide the U.S. Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division (ASD) with continued support for the Optimization Model for reducing Emissions of Greenhouse gases from Automobiles (OMEGA) for an additional 250 level of effort labor hours to be utilized for a one (1) month extension of the current contract EP-C-06-094 which expires December 31, 2011. The additional level of effort will support the OMEGA model development through January 31, 2012. The contractor shall provide services to support ASD in the continuing development of the OMEGA model related to the following tasks: • Updating the core model to properly account for technology cost and effectiveness. This may include modifying core algorithms of the model, the methodology used to apply technology, integrating additional modules, or other changes. • Modifying OMEGA to model relevant mobile source GHG regulations. This may include adding additional program features in order to reflect draft regulations. • Improving the layout and content of the input and output files as needed. • Fixing program bugs as needed. • Updating the Programmer Guide to include a full description of the layout of the program, including definitions of the objects and how data gets transferred between parts of the program code. • Modifying the program interface as needed. EPA believes that ICF, with its experience working the current contract, is uniquely qualified for this short term additional effort and the only responsible source because it possesses the resources, technical expertise, knowledge of vehicle greenhouse gas emissions modeling, familiarity with the OMEGA model, and personnel to this project. The current project is ongoing and needs continuing support during the transition period until the new contract is awarded. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon resources to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
