Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Mission Support Division, Norfolk, VA is issuing notice of intent to negotiate a sole source procurement with Rapp Hydema US, Inc for the spooling of 6000 meters of trawl winch wire rope aboard the NOAA Ship Pisces. This trawl winch system was designed and built by Rapp Hydema US. The period of performance shall start on or about March 1, 2012 in accordance with the ship's schedule and shall take five (5) days to complete. Work shall be preformed at the NOAA Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS 39567. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. Rapp Hydema has provided/installed a multi-million dollar trawl and scientific winch, hydraulic power, and hydraulic control system on board the NOAA Ship Pisces. The components of the systems are proprietary and require use of Rapp Hydema technicians and engineers to ensure work is performed in accordance with manufacturer's proprietary technical specifications and guarantee safety, reliability, and prevent inadvertent damage. No other entity can provide the necessary repairs required as required by a Rapp Hydema certified technician. Rapp Hydema does not have a factory certification or authorized dealership network from which various vendors/dealers can be solicited. Any warranty or performance issues with this system would put the Government at a severe disadvantage if another contractor were to attempt to spool the wire rope on to the trawl winch. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 333923. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time, December 21, 2011. This notice of intent is not a request for competitive proposals.
