RFI Purpose The Department of Veterans Affairs, Veterans Health Administration's (VHA), Office of Informatics and Analytics (OIA), Human Factors Office (HFO) is seeking information, for market survey purposes, on digital pen and paper technology, and the level of effort needed to establish an assessment of the capabilities. The focus of the evaluation will be on the technology itself, NOT of vendor brand. 1.2. POC Background The HFO, previously known as Emerging Health Technology (EHT), began its Point of Care (POC) Information Technology Assessment Initiative in 2009. Our scope is information technology (IT) devices and it does not include biomedical devices. This digital pen and paper RFI and potential user experience (UX) investigation is part of a larger effort to identify, evaluate, and disseminate information within VHA about clinical POC information technologies. Our team is identifying and assessing newer and emerging information technologies as candidates for improving the quality and efficiency of healthcare to the Veteran. To this end, HFO collaborates with VHA front-line providers and gathers their perceptions of technologies with regard to usability of the devices and utility in workflow. Example IT devices include netbooks, tablet PCs and hand-held mobile solutions with an associated secure interface to VA's Computerized Patient Record System (CPRS). 1.3.RFI Goals HFO desires to gain knowledge of digital pen and paper technology with capabilities of digitally capturing handwritten notes and graphics. We believe there to be potential value in the ability to integrate the usage of this technology with clinical data collection processes for CPRS, the VA's Electronic Health Record. For example, using a digital pen and paper as a means to document notes while working with a patient, capture drawings and diagrams, enter information on pre-printed forms, and have all the data incorporated into CPRS. HFO intends to assess the utility and usability of this technology with regard to patient care and clinical workflow. HFO seeks information about available digital pen and paper devices, as well as support services for using the devices in healthcare settings. Specifically, HFO seeks the following information through this RFI: 1.3.1. How VHA could technically set-up digital pen and paper to support a meaningful evaluation of clinician data input; 1.3.2. Vendor willingness to provide the VHA ten (10) digital pens and means to create digital paper for up to ninety (90) days at no charge for evaluation purposes. Note: The products will be used in a secure, lab-type environment for evaluating the technology's utility and usability. No destructive testing will occur. VHA will return the products to the vendor upon completion of the investigation; 1.3.3. Vendor willingness to provide a user's guide, operating manual or access to other technical resources that will aid in proper use of the equipment; and 1.3.4."How VHA could conceptually integrate digital pen and paper with a test CPRS database for the purpose of clinician data input". 1.4. RFI Process HFO will manage this RFI process. This RFI will NOT be used as an acquisition vehicle. HFO may use the information provided to develop a competitive procurement document at a future date, which will best reflect the marketplace for these products and/or services. After review of the RFI responses and assessment of the marketplace, HFO may or may not choose to issue a Request for Proposal (RFP) for device acquisition and/or these services. Participation in the RFI process will not be a mandatory requirement for any subsequent competitive procurement, although the results of this RFI may be used to build and refine an RFP. HFO, in its sole discretion, reserves the right to refrain from issuing an RFP or any other formal solicitation document for these services. 2.Vendor Response Outline Vendors should respond, as appropriate, to the following sections in the sequence below: 2.1. Summary Vendors should provide a synopsis written in non-technical language summarizing the overall capability and approaches to providing the requested products and services. NOTE: The responding Vendor should limit the summary to no more than one (1) page. 2.2. Vendor Profile Vendors should include a brief synopsis of their company history, background and industries. Specific experiences with providing products and services similar to those proposed should be included in this section. Please provide the following information about your company: 2.2.1.Corporate name, cage code, Dunn & Bradstreet number, contact, address, e-mail address, telephone and facsimile number. 2.2.2. A short history of your company, years in business, and statement of its core competencies. 2.2.3. A short description of products and services offered by your company that are relevant to this RFI. 2.2.4. A statement regarding the extent, if any, to which your company would propose use of another company's technology and/or software. 2.2.5. Provide company business size and status as designated by NAICS and the U.S. Small Business Administration (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). 2.2.6. If the company holds a Federal Supply Schedule (FFS) Contract, list the GSA Contract Number and relevant SINS. 2.3. Examples of Vendor's Experience Please provide a maximum of three examples of digital pen and paper solutions and support your company has provided to other customers. Examples of providing services to the healthcare industry and within environments of similar size and scope to this RFI would be most useful. Each working example of your support should include the following information: a.Organization name. b.Description of the product(s) solution and services provided. c.Description of the opportunity addressed. d.Description of the business area and need addressed. e.Degree to which the product(s) were integrated into the customer's existing system(s) (e.g., into the EMR/EHR). 2.4. Technical and Administrative Response Please provide brief, concise responses to the following general questions about the products, services, approach, and the capabilities of your company. 2.4.1.General Approach 2.4.1.1.Describe the features, components and benefits of the products offered by your company that are relevant to this RFI. 2.4.1.2.Describe the features, components and benefits of the services offered by your company that are relevant to this RFI. 2.4.1.3.Describe the methodology and technical operating requirements (e.g., hardware, wireless infrastructure and such) necessary for implementing your company's product and service solution. 2.4.1.4.Describe whether or not your product(s) enables HIPAA compliance, is FIPS 140-2 compliant and/or adheres to 802.11 standards specification. 2.4.1.5.Explain how your company's product and service solution supports industry advanced practices related to EMR/EHR integration. 2.4.2.Specific Approach 2.4.2.1.How VHA could conceptually integrate digital pen and paper within our enterprise for the purpose of data input into CPRS. 2.4.2.2.How VHA could technically set-up digital pen and paper to support a meaningful evaluation of clinician data input. 2.4.2.3 Describe willingness to provide the VHA a small number of digital pens and paper on a temporary basis, at no charge, for evaluation purposes. 2.4.2.4.Provide user's guide, operating manual or access to other technical resources. NOTE: Vendor responses for above sections 2.1 Summary through 2.4 Technical and Administrative Response should be no more than eight (8) pages in length. 2.5. Financial Response Note: The financial response information will be used to understand the overall product solution. This RFI is not a formal solicitation and no contract will be awarded as a direct result. 2.5.1.The vendor is encouraged to provide non-binding, high-level, information-only pricing estimates for products and services. 2.5.2.Describe your company's pricing methodology. 3.RFI Timeline 3.1. Timeline Specifics This RFI is being issued under the following timeline. Activity Deadline RFI issued December 6, 2011 Deadline for questions/comments to be submitted December 27, 2011 Latest date for responses to be sent in response to vendor questions/comments January 3, 2012 Vendor responses due January 10, 2012 4.Administrative Requirements 4.1. RFI Questions and Comments Vendors are encouraged to submit questions and comments to the RFI Coordinator. They can be submitted to the RFI Coordinator by email only: Kathleen.Klotzbach@va.gov 4.3. Delivery of Responses HFO requests a single copy of your response by email to: Kathleen.Klotzbach@va.gov ? 4.4. RFI Response Contents Vendors should respond to all requirements and questions in Section 2. Vendors are asked to respond to each request for information in the order given in the RFI, and numbered and headed in the same way as the subsection appears in the RFI. Responses to Section 2 should be limited to eight (8) pages, excluding any manuals, brochures, or other printed materials. 4.5. Cost of Response Preparation HFO will not reimburse Vendors for any costs associated with preparing or presenting a response to this RFI. 4.6. Response Property of HFO All materials submitted in response to this RFI become the property of HFO. 4.7. Amendments/Addenda HFO reserves the right to change the RFI timeline or other portions of this RFI at any time. 4.8. Right to Cancel HFO reserves the right to cancel or reissue this RFI at any time without obligation or liability. 4.9.No Obligation to Buy Participation in this RFI is voluntary. HFO will not award any contracts solely on the basis of information received in response to this RFI. Any future contract that may be awarded must comply with federal procurement requirements. The release of this solicitation document will not obligate HFO to make any purchases. HFO may utilize the results of this RFI in drafting a competitive solicitation (RFP) for the subject products and services.
