Description
This documents sets forward the minimum requirements for offered space. NEPA Checklist form. Building Condition Report form. Small Business Subcontracting Plan form. Lessor's Annual Statement form. Representations and Certifications form. Proposal form. General terms and conditions. NREL's standard lease document. The Solicitation for Offers document sets forward the requirements for offers including merit criteria and anticipated timing for award. Introduction: The Alliance for Sustainable Energy, LLC, Managing and Operating Contractor for the National Renewable Energy Laboratory (NREL) is seeking to lease approximately 10,000 rentable square feet of contiguous office space with associated utilities. The space shall be ready for occupancy and the lease shall commence no later than October 1, 2012. Requirements: LOCATION: Offers must be for available space within one (1) mile of the DOE Forrestal Building located at 1000 Independence Ave SW, Washington, DC 20585. SPACE SPECIFICATIONS: 1. The space must be contiguous commercial office space. 2. Leased space must have internal secure connectivity of 1Gig network bandwidth capacity service. a. Cyber connecting equipment will be provided by lessee. 3. Leased space shall accommodate two securable data rooms with 24/7 HVAC. 4. Leased space shall be securable to NREL Security requirements. Costs associated with additional security measures may be borne by lessee. 5. Leased space shall be Full Service; meaning that all janitorial and maintenance services, supplies, utilities, and tenant alterations are to be provided as part of the rental consideration. 6. The space offered must be within a building of sound and substantial construction of the type generally recognized as modern office-type having fully adequate means of ingress and egress. 7. If building contains asbestos, it must be managed in accordance with approved local, state and federal regulations. 8. Buildings must fully meet the Architectural Barriers Act Accessibility Standard (ABAAS) and be in compliance with local building codes including seismic requirements. 9. Building must conform to Fire and Life Safety Codes as adopted by the authority having jurisdiction. 10. Healthful and comfortable air shall be provided as described in the American Society of Heating, Refrigeration, and Air Conditioning (ASHRAE) Standards 55 and 62. 11. Building must be Energy Star rated, or able to be Energy Star rated within twelve (12) months of commencement of the lease.
