- PRE-SOLICITATION The Government contemplates award of a FIRM FIXED PRICE contract with one base year and three option years for an Advisory and Assistance (A&AS) requirement at Wright-Patterson Air Force Base in Dayton, Ohio. The successful offeror will advise and assist approximately 6,000 WPAFB users of the Air Force Financial Management systems. This requirement is expected to be a 100% set-aside for Service- Disabled Veteran-Owned Small Businesses under the NAICS 541611, Administrative Management and General Management Consulting Services. The small business threshold for this NAICS is $7M. This requirement is subject to The Service Contract Act. DESCRIPTION OF REQUIREMENT: WPAFB requires a non-personal service provider to advise and assist WPAFB users on the following financial management systems: ABSS and ABSS Remedy, BQ/TQ access, EDA, Infoconnect, MOCAS, SDW, DMO, OARS, RTS, DJMS, WAWF and WAWF MRS. Assistance will be afforded the users Monday through Friday continuously from 0700-1630 hours. The prospective offeror shall have relative past experience as a company and employ functional experts with past experience. A more detailed description of the services and key personnel is found in the attached draft Performance Work Statement (PWS). Prospective offerors are invited to submit questions and comments that will assist the Government in refining and improving the PWS to the point of contact identified in this announcement by 1600 hours (ETS) on 20 Dec 2011. CURRENT CONTRACT INFORMATION: This requirement is currently performed by NovaTech Services. The FFP contract is due to expire 26 Feb 2012. The successful awardee is expected to have all personnel and processes in place on day one of the new contract.
