- SOW RFQ & Instructions This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The title and RFQ number for this request for quotation, "HSPD-12 Physical Access Control System for EPA's Region 10 - Seattle, WA Headquarters" - RFQ-PR-OARM-12-000100; shall be referenced on any quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. The U.S. Environmental Protection Agency (EPA), Office of Administration and Resources Management (OARM), Office of Administration, Security Management Division (SMD) is seeking quotes a new HSPD-12 compliant Physical Access Control Systems (PACS) in the EPA's facility in Seattle, WA. Any firm believing itself to be capable of meeting EPA's requirement, as stated within the RFQ & Instructions and the Statement of Work, may submit a quote, which, if received by the response date and time of this announcement shall be considered, if all requirements have been met. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database in accordance with FAR 4.11 and who has attended the mandatory site visit, detailed within the attachments. A formatted copy of the Statement of Work, including the evaluation factors and quote submission instructions can be found attached to this notice.
