Description
Attachment 7--Questions and Answers (Q&As) N00421-12-R-0008 Amendment 2 The purpose of this notice modification is to revise Section 5.0 (Transport Missions) portion of the Statement of Work (SOW). In addition, the questions are addressed and incorporated as Attachment 7. The Government has a requirement for commercial air support services (inclusive of helicopters) in support of the Pacific Missile Range Facility (PMRF) range in Kauai, Hawaii. Tasking for the commercial assets will include, but not limited to, target recovery, visual surveillance, range clearing, transport of military/government personnel to/from ships or shore facilities, movement of hazardous material (ordinance), and when directed, fire fighting support. This procurement requires a wide variety of airborne capabilities, through the use of privately owned and operated aircraft, to include but not limited to training assistance, supply, and support for shipboard and aircraft groups and personnel operating in the Hawaiian Operating Area (OPAREA). The Contractor shall provide flight crews with the skills required for the required tasking. Research, Development, Test, & Evaluation (RDT&E) projects and modify the aircraft utilizing Federal Aviation Administration (FAA) Supplemental Type Certification (STC) or Designated Engineering Representative/Designated Airworthiness Representative (DER/DAR). NAVAIR anticipates the award of a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a period of performance of five years. This requirement is being set aside for small business under NAICS code 481211. Interested persons may submit proposals no later than 2:00 p.m. (EST) on 12 Dec 2011. This notice of intent is a request for competitive proposals. Government will not pay for any information received. For information, email Ms. Catrina Vitez at catrina.vitez @navy.mil. Any questions must be submitted prior to 29 Nov 2011 and they will be responded to by an amendment.
